How workforce utilization works

Workforce utilization measures how much of the working time your team has available is actually spent on productive work. It is a capacity-management ratio used by operations teams to spot underused or overloaded staff.

Available hours are the hours the team is scheduled or expected to work. Productive hours are the hours actually spent on billable or value-adding work. The ratio shows the share of available time that turns into output.

Definitions vary by organization: some count training, meetings and admin as productive, others do not. Use a definition that matches how your organization plans capacity, and state it whenever you share the number.

The formula

Utilization = Productive hours ÷ Available hours × 100

Divide the productive (worked) hours by the available hours and multiply by 100. Because the two inputs are usually whole hours, the percentage is commonly shown with one decimal place.

Worked example

A month with 160 available hours and 132 productive hours

132 ÷ 160 × 100 = 82.5%. So the team utilized 82.5% of its available capacity.

What is a good utilization rate?

It depends on the industry and role. Many service operations target 75–85%; above that, quality and wellbeing often suffer. There is no universal target.

Why can't utilization exceed 100%?

Under the standard definition, productive hours cannot exceed available hours, so the maximum is 100%. Some organizations count overtime or extra work, which can push the number above 100% — always check which definition is being used.

Should I include meetings and training?

Only if your definition says so. The key is consistency: decide what counts as productive, apply it to everyone, and document it.
