How to measure available capacity, the utilization rate and productivity, and how to use them to decide whether you have enough people to meet demand.
A common operations problem is simple to state and hard to answer precisely: do we have enough people to get the work done? The answer depends on capacity (how much work a team can do), utilization (what share of available time is actually productive), and the current backlog.

Capacity and utilization defined
Capacity is the maximum work a team can complete in a period, usually expressed as productive hours or units. For a team of N people working H hours each at a productivity of P units per hour, theoretical capacity is N × H × P. Practical capacity is lower once breaks, training, and unavoidable overhead are accounted for.
Utilization is the share of available time that is actually productive: utilization = productive hours ÷ available hours. A utilization of 80% means one fifth of scheduled time is not directly productive.
