SLA Compliance and Turnaround Time: Service Levels That Hold
How to measure service-level agreement compliance, on-time delivery, turnaround time and cycle time — and use the numbers to keep promises you can keep.
A service-level agreement (SLA) is a promise about timeliness: a proportion of work completed within a target time. To run a credible service operation you need to measure both sides of that promise — the percentage of work that meets the target (compliance) and how fast work actually moves (turnaround and cycle time).
This guide explains the standard metrics, how to compute them, and how to use them to set targets that reflect real capability rather than aspiration.
The core metrics
SLA compliance is the share of cases or tasks completed within the agreed time: compliance = within-SLA count ÷ total count. On-time delivery is the same idea applied to shipping or delivery: delivered-on-time ÷ total delivered. Turnaround time is the elapsed time from request to completion, and cycle time is the elapsed time to complete one unit of work through the process.

Why averages hide the problem
Average turnaround time is easily misled by a few very slow cases. Reporting the share within the SLA target (the compliance rate) and, ideally, the tail (how bad the worst cases are) is far more honest. A service that meets 95% of cases in 2 days and the other 5% in 30 days is very different from one that meets all in 3 days.

A good SLA target is grounded in observed capability: measure current compliance and turnaround for a period, understand the drivers of misses (capacity, queueing, rework), then set a target slightly ahead of the stable baseline.
